Acting-Premier Jeremy Rockliff on Friday announced a public health order for mandatory vaccinations would be issued next week.
He said this would cover workers in private and public settings.
Workers would need to provide evidence for a booking of a first dose by October 31.
Mr Rockliff said definitions of health workers and settings still needed to be crafted and details worked out with health unions.
"This is a critical step and one we do not take lightly," he said.
