Thursday's budget will contain $15 million for the unit which is planned to open in October and to be supported by Treasury.
Premier Peter Gutwein said the head of the unit, Renewables, Climate and Future Industries Tasmania, will be required to report to him as state Climate Change minister and to the Energy Minister.

He said its main task would be to capture the opportunities, jobs and investment that Tasmania's unique renewable energy and emissions position provides.
"Renewables, Climate and Future Industries Tasmania will provide the necessary advice to ensure that investment in renewable energy, hydrogen, Marinus link and Battery of the Nation projects, along with climate change adaptation and mitigation, are strategically considered," Mr Gutwein said.
"This strategic change will ensure we are better placed to grasp fully these opportunities which will help secure Tasmania's future."
He said part of the goal of the new unit would be to generate Tasmanian jobs.
"Over the four-year period of the budget and forward estimates, we expect our plan will support around 28,000 jobs, as well as providing significant opportunities for Tasmanians as we deliver on our commitments," Mr Gutwein said.
"Tasmania is a world leader in climate action, we have a great story to tell, and we are committed to seizing the numerous opportunities it represents."
The 2021-22 state budget will be released on Thursday afternoon.
