Premier Peter Gutwein announced in Parliament on Tuesday morning the league would make a decision on a licence in line with the finalisation of its funding model for the 2023 and 2024 seasons.
"The AFL and the state government will work through the matters raised in the Carter report ahead of a final position being put to club presidents for a decision on a Tasmanian AFL team," he said.
The report proposed three options for a Tasmanian team: granting of a licence for a 19th team in the league, relocation of a team to Tasmania, or a joint venture between the state and an existing club.
Mr Gutwein ruled out the third option earlier this month, but remained open to a team relocation.
He said the preference was granting of a 19th licence.
Mr Gutwein said given a time frame had been established for a Tasmanian team, the government would rollover its contracts with Hawthorn and North Melbourne for the next 12 months.
"Tassie footy fans get yet another season of top class footy played in Tasmania and we will finally have a decision on our own Tassie team," he said.
