However, Inspector Scott Flude said police were unable to definitively confirm the relationships of those involved in the tragedy.
Inspector Flude said the victims, a 75-year-old woman and a 45-year-old man, were local to Northern Tasmania.
Crash investigations will return to the scene on Tuesday to conduct further investigations into the circumstances surrounding the crash.
