The 26-year-old travelled to Spain from Japan having been part of the Australian team pursuit which finished fifth overall before teaming up with Annette Edmondson for a seventh-placed finish in the madison.
"There's no doubt that I'm leaving Tokyo a little unsatisfied, but to get the opportunity to represent my country and be a part of such a unique Olympic Games was a privilege," Baker said on Instagram.
"Thank you to all those who have messaged me, your support and love has meant so much. A special mention to my team, family and friends. You've been by my side through the challenges and triumphs. Supported me when I've made mistakes and celebrated my achievements.
"So excited for what's to come and ready to make some more unforgettable memories."
