Friday's long-awaited unveiling of the Carter report won't provide a definitive decision either way on a Tasmanian AFL team, Gillon McLachlan confirmed on Thursday.

McLachlan, who was speaking as the AFL confirmed the expansion of the AFLW competition, said conversations were set to take place with Premier Peter Gutwein ahead of Friday.
"That won't be any decisions, it'll be a commitment that we'll put out the Carter report tomorrow,'' McLachlan said.
"Please don't expect a decision, it'll be giving you the information which I think is a significant commitment."
The state government was set to get its hands on the report on Thursday night.
The AFL club presidents were also set to get their hands on the report at the same time as the government.
The review into Tasmania's AFL bid former Geelong president and AFL commissioner Colin Carter was assessed by the AFL Commission last week.
It is believed the report presents Tasmania's case in a favourable light.
It is also set to help guide the government in re-negotiating its contracts with Hawthorn and North Melbourne, which expire at the end of the season.

The report will be released one day before the Hawks play their final scheduled match in the state for the year, against Western Bulldogs at UTAS Stadium.
