According to the submission, there are currently 36 electronic gaming machines spread across Launceston, at a rate of 5.6 machines per 1000 people.

It reads that while a majority of those machines are concentrated in the suburb of Launceston itself with 111 machines, 38 per cent are located in lower socio-economically related suburbs.

Rocherlea, described as the most disadvantaged suburb in Launceston, has 30 machines - at a rate over over 27 per 1000 people.

Ravenswood has 35 machines, while Kings Meadows, Mowbray, Newstead, Invermay and Prospect each have 30.

St Leonards only has TAB and Keno machines.

"The council has concerns that a shift to venue owners being lincesees may make it harder to limit the harm to at-risk gamblers and believes that there should be more of a public discussion on the policy direction," it reads.

"The council would like the government to release the policy behind the bill in order to facilitate a meaningful debate on the substance before the bill is introduced to parliament."

The submission also says that the bill currently provides no pathway to harm minimisation and or gambling support beyond the provision of more funding - and that council would like to see that further examined and outlined as part of the community engagement process.

The council did not make a submission in the first stage of consultation.
