A notice of motion put forward by deputy Mayor and councillor Danny Gibson suggests to bestow the honour on Launceston-born Titmus after her swimming prowess dominated the games for Australia.
In Cr Gibson's proposal, it states that the key to the city is traditionally presented by the Mayor at a civic ceremony to recognise outstanding achievement in sport, entertainment or humanitarian work at a national or international level.
"There have been five Launceston people who have previously been given this honour and I hope there will be many more, from a variety of fields," the motion said.
"In celebrating Ariarne's achievements, we as a city will provide inspiration and encouragement to others to follow their dreams in pursuit of their chosen endeavour."

In the council agenda, City of Launceston chief executive Michael Stretton said that the request to celebrate Ariarne's success meets the criteria for approval of civic receptions.
Recommendation is to investigate options within 60 days.
