Tasked with assessing the merits of a Tasmanian AFL team, the former Geelong president had his independent review assessed by the AFL Commission on Wednesday and Thursday.
Fronting media on Friday, Tasmanian Premier Peter Gutwein said he had been in regular conversation with AFL boss Gil McLachlan and Hawthorn president Jeff Kennett, but was yet to receive word on the report's contents.

"I had a couple of conversations with Gil yesterday on a range of matters," Gutwein said.
"I expect to receive the Carter report before the middle of next week.
"I expect that the AFL presidents will also receive a copy of it then - at this stage I can only speculate as to what's in it, I haven't been provided with a briefing.
"But I have made it clear to Mr McLachlan, and I said the same thing to Jeff Kennett [Friday] morning, until I've seen that report and understand the direction it sets and lays out, we're not in a position to roll over those contracts with Hawthorn and North Melbourne."
Hawthorn and North Melbourne are both in the final stages of $20 million, five-year deals with the state government.
North Melbourne has played its final game in the state for 2021 - falling to Geelong by 20 points at Bellerive Oval last weekend - while Victoria's lockdown means the Hawks' round 22 fixture against the Western Bulldogs is no certainty to be played at UTAS Stadium as planned.
