The 70-year-old was seen in distress beside a kayak in water near the Regatta Grounds in Hobart just after 1pm.
The man, of Sandy Bay, was pulled from the water and given medical treatment, police say.
Sadly, he died at the scene.
Police are asking anyone who saw the man in the water around 1pm to call 131 444.
"Our thoughts are with the family and loved ones of the man," they said in a statement.
A report will be prepared for the coroner.
