The 27-year-old, who tasted NBA Summer League action in 2018 with the Dallas Mavericks, won the Italian League this season with Virtus Bologna and has played in Russia, China, Turkey and Spain.
The 188cm high-flyer had several NBL teams fighting for his signature but the competition's newest side won him over.
"When I spoke to Scott Roth about who the JackJumpers are and what we are trying to build, I knew it was a journey I wanted to be a part of," he said.
"I want to help leave a positive mark on the JackJumpers as we construct a team all Tasmanians can be proud of.
"I have always been intrigued by the NBL as the league has become one of the best and most respected competitions in the world.
"I'm thrilled to finally be joining the NBL and I couldn't think of a better team to do it with than the JackJumpers."
Hailing from Phoenix, Arizona, Adams helped the United States qualify for the FIBA world cup during the 2019 qualification window.
Fellow American, JackJumpers coach Roth, spoke highly of his signing and said the side's next import will be announced in the coming days.
"Josh is a really exciting player and is set to wow all JackJumpers fans when he is on the court," Roth said.
"He has elite athleticism, and we believe his skillset is a perfect fit for what we are trying to build.
"Josh has a tremendous amount of international experience and has been exposed to the NBA.
"He has also been a winner across the world and will be a strong addition to the culture we are creating at the JackJumpers."
The JackJumpers are two imports and an Australian talent away from completing their inaugural roster, having signed Will Magnay, Jack McVeigh, Jarrad Weeks, Clint Steindl, Jarred Bairstow, Fabijan Krslovic and Sam McDaniel this month.
