Hart previously held the seat between 2016 and 2019, where he lost to sitting Liberal MHR Bridget Archer.
"I couldn't stand by and watch our community be neglected any longer by Mr Morrison and the Liberals," he said.
"I will be a strong local voice for Northern Tasmania and get things done."
Federal Labor Leader Anthony Albanese said Hart was a local who had a strong record for standing up for the community.
"I look forward to working with Ross to deliver for Northern Tasmania and I'm proud to announce he will be Labor's candidate for the seat of Bass," he said.
The election is due to be called before May 2022.
