In his first game of the year, the trainee firefighter was accused of sparking the brawl by making contact with Daniel Joseph.
However, the State League match review panel determined that as play continued after contact, Harper was not the instigator of the melee and no further action was required.
In the same game, Magpie Matthew Joseph was reported for striking Casey Brown.
Deemed to be intentional, with low impact and high contact, Joseph was offered a sanction of two matches which he reduced to one with an early guilty plea.
Six players were reported during a tempestuous Clarence v Tigers game.
Roo Jason Bailey was pinged twice for incidents involving Blake McCulloch. In both instances he was offered bans of two matches which he reduced to one with early guilty pleas.
Former Brisbane and Essendon small forward Josh Green was referred for striking Micah Reynolds, Brady Rees for high contact on Jack Preshaw and former Blue Ethan Jackson for unnecessary face contact to Edward Cole.
Green and Jackson had two-game bans halved with early guilty pleas while Rees was offered one match which was reduced to a reprimand with his guilty plea.
No further action was taken against Edward Cole for striking Preshaw.
