Construction works are expected to commence later this year.
Windermere MLC Nick Duigan said it was expected the centre would be completed in the 2022 calendar year.
"All new CFLCs have undergone extensive community consultation, and each one has a Local Enabling Group (LEG) comprising interested community members, service providers and school representatives that meets monthly," he said.

Minister for Education Sarah Courtney said it was part of a $304 million investment to delivery quality schools and learning spaces as part of the government's plan to improve education outcomes.
"We want all Tasmanian students to have the best possible environments and opportunities for learning because education is the single most powerful driver for improving economic and social outcomes," she said.
Tenders for the construction of a CFLC in Waratah Wynyard is expected to be issued in the next few months, with tenders for one at West Ulverstone, Kingborough and Glenorchy to be issued in late 2021.
