The Resource Management and Planning Appeal Tribunal hears a wide range of issues including administrative decisions and planning issues.

With an appeal lodged, a preliminary conference/mediation conference is normally held by the Tribunal approximately two weeks after the notice of appeal is lodged.

Kim Peart, who is party to the appeal, is hopeful the action will create some dialogue with the Northern Midlands Council.

"I thought it was important to have the local voice ... we thought that we needed to represent the local voice," he said.

"I am hoping that council will reverse their decision before the appeal."

Mr Peart is also leading a group called the Heartlands Association which is aiming to get the hall heritage listed.

"If the building is sold without heritage listing I am concerned there is a risk of it being demolished and if it is demolished it will be a heart wrenching blow."

The council made the decision to sell the town hall earlier this year at a May meeting, citing the ongoing cost of maintaining the facility.
