Foon was outstanding in North's 34-point defeat of a Clarence outfit limited to just two behinds in the opening term and two goals at the final break.
Three votes saw Foon leapfrog early pace-setter Jake Hinds as another Blue, Jay Blackberry also jumped clear of the chasing pack in a competition increasingly dominated by the state's two Northern clubs.
Blackberry was adjudged best on ground in Launceston's 24-point win over Tigers which took him to 10 votes for the campaign, two behind Hinds who is now one off Foon.
Blues forward figurehead Dylan Riley also had a day to remember on Saturday, kicking five of his side's 11 goals to earn a couple of votes which moved him to fourth in the standings.
The top five places in the annual award are currently occupied by Launceston-based players with the Northern Bombers' inspirational coach Brad Cox-Goodyer ahead of the Southern chasing pack with six votes.
Unsurprisingly, Riley is way out on top in the State League's other ongoing individual award.
In a Bradmanesque display of superiority, the tattooed terror is twice as good as the next best in the goal-kicking standings.
Riley's handful took him to 38 goals for the season, double that of Tigers opponent Tyler Carter, who went goalless.
Sitting first and second on the ladder, with seven wins apiece, the Launceston clubs also enjoy a stranglehold on the goal-kicking with Blue Michael Musicka third on 17 and North's Tom Bennett (16), Cox-Goodyer (14), Zach Burt (13) and Brandon Leary (12) close behind.
Clarence pair Josh Green and Oliver Preshaw sit on 16 and 15 goals respectively.
It is a similar tale in the Development League goal-kicking with Launceston teammates Arie Schoenmaker (24) and Cooper Warren (20) leading the way with North's Oliver Chugg (17) in fourth.
Launceston's TSL clubs will play simultaneously on Saturday afternoon with North at Lauderdale while the Blues host North Hobart.
