It is alleged the driver quickly left the area when witnesses approached the vehicle, spilling items along the East Tamar Highway as it drove away.
A Tasmania Police spokesperson said that once the driver was caught, police identified an unsecured load and several defects on the vehicle.
It was also being operated in contravention of an existing vehicle defect notice, police say.
The man is due to appear in the Launceston Magistrates Court on June 22.

The police spokesperson said littering and illegal dumping damages the environment and detracts from the natural beauty of Tasmania.
Incidents of littering can be reported to the Environmental Protection Authority via epa.gov.au or by calling 1300135513.
