The 40-year-old man was operating the concrete pump alone at the St Albans site on Monday morning when the overhead boom collapsed.
He suffered fatal injuries and died at the scene.
Police will prepare a report for the coroner and Worksafe is also investigating the incident.
His death takes Victoria's annual workplace fatality toll to 16.
