It is the second time in 18 months the car, that helps around 50 members of the local community, has been taken.
Centre general manager Fiona O'Duffy, who is in just her fourth week at the helm, said the centre would be impacted by the car's theft but the community was the one that had to most to lose.
"It's one of those things that you just shake your head at because it's the community members that suffer the most from this," she said.
Ms O'Duffy said, after the last incident, they had moved the car from where it was stolen last time on Dover Street, Mowbray to make it more secure.
"We moved the car away from Dover Street and moved it to put it into a more secure area, but you can see the good that did us," she said.
"[The thieves] had to go through the locks at the front gate, then another set of locks in the secure garage area and get past a bollard in front of the car."
Ms O'Duffy said security surveillance from the centre showed the thieves also attempted to take a community van as well.
The impact on the Northern suburbs is expected to be felt immediately as learner drivers are currently queueing up to make use of the car which is in place to help them secure their provisional drivers license.
"The car was out yesterday at 4pm providing a student with lessons," she said.
"This service now comes to a complete stop. It is very sad."
Ms O'Duffy said a community member had spotted the car about 7.45 this morning doing burnouts at an intersection in Newnham.
Tasmania Police said they had been alerted to the theft and were investigating.
As of Monday afternoon police were still investigating.
Ms O'Duffy said a number of reported sightings of the vehicle had been made.
