The development would create 65 dwellings at 320 and 334 Westbury Road, Prospect Vale, at the expense of four existing buildings.
The facility would also have a community centre as a communal recreation facility.

The proposed development would be carried out over three stages, with stage one including the construction of 19 dwellings and the community centre.
Stages two and three would create 20-plus dwellings to finalise the development.
The development attracted some criticism from residents during the public exhibition phase, receiving three submissions.
Andrea and Brett Carlson submitted their concern over the removal of trees at the rear of Trafalgar Drive.
The couple feel the trees removal contradicts a letter they received from Respect Living, the company behind the development, which stated it would "endeavour to keep as many existing trees on site as possible".
Alongside privacy concerns, their submission questioned whether the traffic study, which was modelled off a retirement village in Clarence and a 2014 Westbury study, could be replaced by "more accurate" data.
David and Judy Wyness echoed the thoughts, stating the trees would be a "great asset" to the development and the opportunity to keep the trees would be a show of "good faith" by Respect Living.
The development has been recommended for approval ahead of the council's meeting on May 11.
