There were 2367 new dwellings still under construction as of December 31.
Loans to owner-occupiers for construction of a new home in February went up 243.8 per cent compared to February 2020.
Loans to investors for new home construction went down 31.6 per cent.
Loans for residential land purchases went up 35 per cent in February.
Master Builders Tasmania executive director Matthew Pollock said the boost in new building approvals had been driven by the HomeBuilder stimulus.
He said commercial building activity remained strong with more than $158 million in work approved in February.
"However, almost all of this - 81.4 per cent - was from projects funded by the government," Mr Pollock said.
"The government continues to do a great job support the commercial construction industry, but we need to attract private investment back into the market to sustain our long term economic recovery."
