On the eve of election day, Mr Gutwein continued to warn about the prospects of minority government, having said continually over the course of the campaign he would not lead in such an arrangement.

On Friday, he took his stance up a notch.

"If I'm not in the premier's chair after Saturday night, I will resign," Mr Gutwein said.

"My message has not changed since day one.

"My message has been if you want strong, stable Liberal majority government, if you want certainty and a government with a clear plan - vote Liberal."

He said he would not contemplate who from his team might lead in a minority government. "The Liberal Party will not govern in minority," Mr Gutwein said.

"Tomorrow, Tasmanians have a clear choice. They can vote for a strong, stable Liberal majority government ... or on the other hand, they can vote for an independent or the Greens and install a minority government."

Mr Gutwein announced on Friday if re-elected, the Liberals would identify the amendments required to permit the use of e-scooters of footpaths and other pathways across the state.

Under current rules, electric devices with a power output of more than 200 watts are considered motor vehicles and cannot be used on footpaths and shared paths.

"E-scooters are easy to carry, great to get to and from public transport and above all, good for our environment," Mr Gutwein said.

Neuron Mobility regional manager Richard Hannah said the organisation welcomed the opportunity to partner with councils in Launceston and Hobart to run safe and sustainable e-scooter programs.

"In other parts of Australia locals as well as tourists have embraced e-scooters as a convenient, inexpensive and environmentally friendly way to get around," he said.

"E-scooters are being used to replace car journeys and this supports council's goals of reducing congestion and harmful emissions."
