They would also review and overhaul emergency departments with a new statewide strategy, and introduce mandatory reporting of 12 and 24 hour waiting times in the ED.

Greens health spokeswoman Rosalie Woodruff said the need for action to tackle the state's health crisis was immediate.

"It's often said that lutruwita/Tasmania's health system is at breaking point, but if you talked to most Tasmanians they'd tell you it's already broken," she said.

"The Greens understand that solving the health crisis will require a range of significant measures that cover each stage of care, from preventative health and community care, through to hospitals and capacity builds, and everything in between.

"We have listened to patients, community organisations, healthcare workers, and the evidence, and developed a comprehensive plan of action."

A key part of this plan involves adequate staffing, including nurses and paramedics, as well as the building of an urgent care centre in the north.

This includes 224 full time Ambulance Tasmania staff, 119 in the first year and 105 the year after.

The Greens would also establish an independent inquiry into the statewide mental health system, with an extra $5 million for staffing, recruitment and retention.

She said the Greens' health plan would be costed by raising the taxes of big companies.

"We will significantly increase the finance Tasmania needs to make this investment by making big developers, mining companies, fish farm operators, and pokies companies pay their fair share."
