A Tasmanian representative at under-16, under-18 and under-20 level who has also been in Australian squads at under-15, under-17 and under-19 level, Deans has signed a development contract for the JackJumpers' inaugural season in 2021-22.
"I'm super excited," the former Riverside High student said.
"To be the first player signing for the JackJumpers is a huge honour and I'm very grateful for the opportunity.
"Everyone represents Tasmania with pride, and it is a great thing for young players like myself that there is now a pathway into the NBL and I think this will inspire a lot of other young athletes in the state."

Preparations are well under way as the JackJumpers prepare for their maiden season in the NBL.
Coach Scott Roth, who has previously highlighted Matthew Dellavedova as a potential target, said Deans was well-deserving of a contract.
"We are thrilled to announce Sejr Deans as our first player signing for the JackJumpers," he said.
"We are committed to developing young Tasmanian talent and Sejr is a great example of a player who has come through local junior ranks and thoroughly deserves his opportunity at the professional level.
"This is an important moment for the JackJumpers and the first of many exciting player announcements over the coming months as we continue our march towards our first game."
Deans will get his first taste of NBL1 South action this season having signed with the North-West Thunder.
To play with the Thunder, Deans will line up for NWBU outfit Wynyard twice weekly while also completing his final year of studies at Launceston College.
