The council had guidelines on time restrictions and question limits for community input time, but another aspect has been added to allow it to remove someone from a meeting if needed.

The new rules state if someone hinders/disrupts a meeting or fails/refuses to leave a closed meeting, reasonable steps may be taken to remove them, including requesting police assistance.

The council's general manager Rolph Vos said the review was needed after the meeting on February 16.

"A member of the public behaved in a disrespectful and disruptive manner," he said in his report.

"This was witnessed by councillors, members of staff and members of the public who were also in the gallery.

"It is considered appropriate that council amend its current general rules for community input time to provide the chairperson the ability to be able to deal with disrespectful and disruptive behaviour."

Mr Vos said the Local Government Regulations 2015 Act provided a mechanism to deal with behaviour deemed inappropriate by the chairperson of the meeting and it should be implemented.

"In light of previous incidents clarifying council's expectation by expanding the current general rules is considered reasonable," he said.
