The 28-year-old, of North West AC, completed the 100-200-metre double for the eighth time but was almost as quick to share the accolade as she had been on the St Leonards track.
"For my coach to have got me up for it every year is a credit to him," she said.
"Sixteen individual titles feels really good because it was a good calibre of athletes."
Gaffney clocked her second fastest time of 23.84 to take the win at the Tasmanian under-18, open and masters championships.
"I'm pretty happy with the time," she said.
"My PB is 23.79 so to run that close in not ideal conditions is pretty good."
Alexander Creak, of Newstead Athletics, also completed a weekend double in the men's event, having won the 400m on Saturday.
"I'm excited with that," he said.
"It would have been nice to do the 100 as well but I had to stay fresh for the 400."
Creak's time of 21.98 saw him see off the challenge of Ryan Cooper (Old Virgilia 22.16) in second.

"It's my third 200m state title and anything sub-22 is a good time," added the 17-year-old Scotch Oakburn student, who had previously won two under-20 200m titles.
Backing up from his 1500m win on Saturday, James Hansen won the 5000m in 14:20.46, topping a podium of UTas AC members including Nick Earl and Bailey Murzecki-Hince.
Another UTas runner, Hannah Cummins, won the women's race in 19:40.52.
Sandy Bay's Ruby Smee won the women's 800m in 2:10.47 with Lachlan Bonney (North West AC) taking the men's title in a time of 1:52.57.
Huw Peacock (Uni of Tas AC) won the hammer with a throw of 58.41m.
Brandon Clark (Northern Suburbs) set a new personal best of 14.48m in winning the triple jump for the third time.
