Premier Peter Gutwein said all Tasmanians should be prepared to wear a mask at airports while Public Health director Dr Mark Veitch said even people who got out of their car to drop passengers needed to wear a mask.
Mr Gutwein conceded it might be strange for some Tasmanians to wear masks but said "it's just like having cornflakes for breakfast".
"All Tasmanians need to be prepared - it is your responsibility to wear a mask," Mr Gutwein said. "At the moment we're handing out masks not fines.
"We will continue to do that in this new system over the next few days and into next week to ensure we assist people."

The fine for not wearing a mask will be $756 - well short of the $50,000 flagged by the Western Australian Government.
Dr Veitch said Tasmanians understood the need to wear masks at airports, when flying and if they were ill and had to go out to seek medical care because "it's just sensible in this environment".
AMA Tasmanian president Dr Helen McArdle says there is no need yet for Tasmanians to wear masks more broadly in the community.
"The view of the AMA is that widespread mask-wearing is not required at this stage in Tasmania, however, if there should be community transmission of COVID 19 then it might be required," Dr McArdle said.
"It is certainly something that should be considered if community transmission should occur together with the other successful measures that have held us in good stead to date, such as social distancing, hand hygiene, and cough etiquette."
From today everyone aged 12 and older who are at a Tasmanian airport, or on an aircraft, must wear a face mask.
The requirement to wear a facemask applies at all times while at a Tasmanian airport terminal.
Public Health says: You must wear your mask from the moment you step out of your transport at an airport (e.g. leaving your car or stepping out of a taxi), whilst in the terminal, when crossing the tarmac and for the duration of your flight."
