Earlier this year the MC1D program, which provides out-of-home care for Tasmanian children in the NT, came under fire after allegations regarding Mr Brahminy's practices and personal background.

A review of the program, finalised in November, found that young people in the MC1D program were safe and well when measured against the context of their safety and wellbeing if they had remained in Tasmania.

That review handed down four recommendations, which were all accepted by the government, including recommending establishing a program similar to MC1D based in Tasmania.

Dooloomai runs adventure programs for youth in Tasmania.

The organisation offered bush adventure programs for at risk youth in Tasmania but lost government funding a few years ago.

Now it has partnered with Adventure Works to create a program similar to MC1D for Tasmanian children.

Dooloomai Youth Project chairman Rob Fairlie said the goal was to create a wrap around service to provide children with everything they need.

He said the first step in creating the program was setting up an advisory group filled with experts from across the social services sector.

"We've basically sat down with all of the colleagues that we work with in the social services, the government sector and have said 'look, we want to create a really solid program that actually works for these kids'," Mr Fairlie said.

"We've got 45 people who have come on board [as part of the Out Bush On Country advisory group.] They are from all different community groups."

One member of the advisory group is the Tasmanian Aboriginal Council. Mr Fairlie described them as one of Dooloomai's key allies in the project.

"If you look at the history of Indigenous people they have been here for thousands of years being out in the bush and healing out in the bush," he said.

"We are looking really closely work with the Aboriginal community in getting some of their wisdom in that field."

Other members of the advisory group include representatives from Anglicare, BaptCare, CatholicCare, Life Without Barriers and individuals from within government care services, such as child family services.

Mr Fairlie said the group is hoping to have a fully budgeted program to submit to the government by the middle of the year.

He said it was important that there was a place in Tasmania where these children could get the care they needed.

"It is incredibly difficult for these kids to come back from the Northern Territory and the reintegrate safely and smoothly into the communities they came from because they have been thousands of kilometres away," Mr Fairlie said.

"The biggest benefit is that they are going to have ongoing connection with their, families, communities and these support services."

A government spokesperson said no organisation had been engaged to deliver a new program for at risk youth at this stage.

"The government is committed to developing an on-country therapeutic out-of-home care program in Tasmania and the Department of Communities will provide advice on an appropriate program by the middle of 2021," the spokesperson said.

"While we welcome interest from groups in developing a program, we remain committed to ensuring any such program is fit-for-purpose and provides the right therapeutic care for young people in out-of-home care."

Mr Brahminy has denied all allegations of wrongdoing.
