Councillor John Temple proposed the idea at the Meander Valley Council's November meeting as a question without notice.
He said it would be in recognition of Biden, as he was likely to be the 'greatest agent for change'.
"In recognition of [Biden] being likely to soon adopt the mantle of Leader of the Free World ... will Meander Valley Council ... consider naming the Westbury cricket ground Joseph R. Biden Jr. Park in his honour and wish him well for his term of leadership," he said.
In other news:
"In considering this question today, it should be remembered that the Meander Valley relies largely on the good will of the Oval Office for its security and in considering this matter today we can be amongst the first in the world to confer such an honour."
The question was met with laughter in the council chambers.
It's not the first time Cr Temple has proposed a US president-elects name for the ground. In November 2016 he asked if it could be renamed to honour the president-elect at the time Donald Trump.
Acknowledging the 2016 proposal, Cr Rodney Synfield said it might be worth getting advice and input from incumbent President Trump before going down the path of renaming the oval after his successor Biden.
Mayor Wayne Johnston said he would take both questions on notice, but had doubts Trump would take his phone call.
"I doubt whether he will take my phone call at the moment though," he said.
Cr Synfield said Trump would take Cr Johnson's call if he asked him for a game of golf.
