The man arrived in Tasmania from Victoria via the Spirit of Tasmania on Tuesday and was directed to quarantine for 14 days in an approved government facility at Devonport.
Police allege the man caused numerous disturbances at The Devonport Hotel including smoking inside, abusing staff and continually leaving his room.

Police said after numerous warnings the man was arrested before being bailed to complete his stay at the quarantine facility.
He was subsequently arrested again and is due to face court at 7 pm for charges including including drug possession, driving unlicensed, failing to comply with the lawful direction of an emergency management worker and breaching police bail.
"Police are satisfied that this man did not pose a risk to the general public due to the stringent border control measures still in place," Sergeant James Scicluna said.
"Since March of this year, the vast majority of people have done the right thing and with the reopening of our borders, it is crucial that people who are required to isolate at either home or government facilities continue to abide by these measures."
