Premier Peter Gutwein announced the package at the Tasmania Liberal Party's annual conference on Saturday.

The government will extend the current payroll tax rebate for young employees for 18 more months and extend the payroll tax rebate for apprentices and trainees for an extra 12 months.

Mr Gutwein said the government would extend a grant scheme to any small business that employs an apprentice or trainee to June 30, 2022.

He said the upcoming state budget, to be released on Thursday, would contain the lowest level of debt in the country and record infrastructure spending to help stimulate the economy.

"The budget will be about building on the great confidence that is now re-emerging in Tasmania," Mr Gutwein said.

"It will be about ensuring Tasmanians are safe and that they are supported while we rebuild jobs and build the infrastructure to help our economy recover and move forward.

"Next week's budget will not be about new or increased taxes nor will it be about selling the farm or shutting or cutting.

"It will be about taking on an acceptable and managable level of debt to continue to support our state and get to the other side of the COVID-19 pandemic."

Prime Minister Scott Morrison arrived in Tasmania on Friday night - on the same day that the state reopened to travellers from New South Wales.

In his address to conference delegates, he said it was pleasing to see Tasmania open up once again to most Australians.

"Tasmanian will be the only overseas holiday Australians will be able to have for some time," Mr Morrison said.

"This will greatly support the many tourism businesses that have been cut off because of COVID 19 and see more and more tourism jobs restored."

He said the country's response to the pandemic had to delicately balance health issues against economic demands.

"You can't get it always perfect," Mr Morrison said.

"We've constantly recalibrated where we have believed we had to."

At the conference, state party president Rod Scurrah was re-elected to the position unopposed.

Former Braddon MHR Adam Brooks was elected to party treasurer after Geoff Page decided to step down from the position.

Protesters linked the Wilderness Society and Extinction Rebellion staged action on Saturday morning outside the conference venue at Blundstone Arena in Hobart.

Police were called to the scene and remained there throughout the day.

About 20 protesters entered the venue and were directed to leave by police.

One woman in her 60s did not comply with the direction and was arrested.
