"It's a dynamic space and everybody wants to be involved at present," she said.
"What we've noticed is there has been more applications for teams than what we thought and we want to keep the competition tight, what we don't want to do is expand before we are ready and before the communities and the clubs have got enough facilities.
"It's been challenging for clubs to put women's teams on the park with no facilities but the councils have helped us and so has the local government."
A 14-game season will see matches played predominately on Saturdays with several standalone Friday clashes included throughout the roster.
Millwood said the progression of the sport has been exciting to watch throughout the competition's short history.
"We've been very surprised at the talent that has come from other sports into the women's space.
"We think it's only going to build the level of skill in our competition and hopefully in the future, we hope to have divisional women's footy."
To ensure participation numbers stay strong within established sides, the fresh trio will only be able to recruit four players from existing clubs.
