The 2021 edition was cancelled early this year due to concerns around COVID-19 and limit on the size of events.

At the time of the cancellation Festivale chairman David Dunn said there were hopes of putting on a smaller event which about 2500 people could attend.

Now under the new events framework that number could rise significantly.

Mr Dunn said the event will still be much smaller than a normal Festivale but under the new framework it will be bigger than expected.

"What we will be able to do now is we will be able to have multiple sessions," he said.

"So the numbers per sessions will be very similar [to the 2500 mark] but it will allow us to have some additional sessions over the same date.

"Although it will still be a much smaller event than Festivale, it will be an event that we think everyone will enjoy."

He said the new framework will give events organisers confidence moving forward.

Small Business, Hospitality and Events Minister Sarah Courtney said the aim of the framework was to allow events to proceed in a COVID safe manner.

She said events are important to local communities and the businesses that support them.

"Obviously [events] drive visitation and the economy of regional communities but also it is an important way of life for many Tasmanians," Mrs Courtney said.

"We know that events help support many businesses and many jobs across Tasmania. The certainty of this framework will help event organisers plan in a time of uncertainty."

Mrs Courtney said the framework had taken time to prepare due to the constantly changing nature of COVID-19.

She said some event organisers will need to register the event while smaller events will be free to do a self assessment.

From December 1, under the new framework, events will be able to apply to exceed the maximum capacity cap, provided there is a COVID safety plan in place and they follow public health guidelines.

There are three tiers of event in the government framework. Tier one is for smaller events with a maximum capacity of 500 people at indoor seated events and a maximum capacity of 2000 for seated outdoor events.Level one event organisers are required to do a self assessment to ensure they meet all public health requirements.

Tier two events have a capacity of 1000 people at seated indoor events and 5000 at seated outdoor events. Organisers of tier two events are required to register the event and undergo a public health assessment.

Tier three events can have up to 2000 people at seated indoor events and 10,000 people at seated outdoor events. These events must be registered and undergo a public health assessment.
