Fishers And Walkers Against Helicopter Access convened the protest, which was held at the gates of Country Club Tasmania.
Tasmania Police was called to the protest amid fear the group may spread onto private Country Club property.
The tourism project has been subject to ongoing debate after it was initially given the OK by the federal government before being reassessed after a Federal Court ruling last year.

Tasmanian Greens leader Cassy O'Connor was at the protest and said the Greens hold the same views as those concerned by the Lake Malbena development.
"The proposal is privatisation of ... publicly owned wilderness in a World Heritage area," she said.
"The process is rotten, people have been shut out of having a say and the World Heritage area belongs to all Tasmanians."
Ms O'Connor said the Greens had received a leaked report on the assessment done by the parks and wildlife service which she said was largely written by the developer.
IN OTHER NEWS:
FAWAHA spokesperson Dan Broun said the group wanted to send a message to the Tourism Industry Council Tasmania that the Tasmanian people need better representation in the tourism sector.
"We believe their support for the Lake Malbena proposal is particularly inappropriate," he said.
"[TICT has showed] continuing and overt support for a tiny development in a world heritage area that will damage the area irrevocably."
TICT CEO Luke Martin said the protest was hard to miss.
"They are entitled to their opinion, just as everyone is," he said.
Mr Martin said there have been four opportunities for the public to express their opinion about the Lake Malbena development.
"It would have to be the most scrutinised tourism venture we have had," he said.
"It is currently before the EPBC Act."
