Coach of the Southern Bombers for 11 years, Winter led his side to three straight grand finals between 2017 and 2019 before turning down a new contract offer last week.
The decision opened the door for his assistant of five years - five-time Burnie premiership player and former Tassie Devil Brown - to take on his first head coaching role since leading Hutchins to an Old Scholars flag in 2014.

"It was certainly Windy's job to go around again if he wanted to do it," Brown said.
"I think he just sat back and had a good look at what he'd done, what he'd achieved and thought it might be a good opportunity to sit back and have a bit of a break and let somebody else have a turn.
"I was certainly disappointed when Windy told me that he wasn't going around again - we've built a pretty strong relationship in the last five years and become pretty close so when he shared that with me I knew that a good thing was coming to an end.
"But when the club turned around and offered me the position in the next 48 hours, the excitement starts kicking in and you get a chance to make your own mark."
Lauderdale held its best and fairest evening last week, with co-captain Josh McGuinness taking out the main award from Alastair Lynch Medallist Sam Siggins.
The Southern Bombers have made finals every year since 2014 and won't be changing a winning formula under Brown's leadership.
"There won't be huge changes in the way our gameplan is, although we'll probably structure up a little bit different and look to do things from certain parts of the ground in a different manner," Brown said.
"But I think one of the big keys for us is our defensive pressure - we certainly need to get better there.
"We've got some great young kids coming through our under-18s and D-league that you'd like to see take a step up in the next 12 to 24 months, as well as topping up our list from some talented SFL players or players on the mainland like we have done in the past."
