The 19-year-old was on Thursday delisted by the West Coast Eagles as the 2018 premiers made five list changes.
A two-time junior All-Australian, O'Neill had an injury-interrupted season with the Tasmania Devils in their inaugural NAB League outing.

Despite this, he was still predicted to go in either the second or third round of last year's AFL draft.
But the North Hobart talent would have to wait until the rookie draft to get his chance, selected by the Eagles with pick 25 while fellow Devil Matt McGuinness went to North Melbourne as an academy selection.
O'Neill - who leaves the Eagles alongside Hamish Brayshaw, Nic Reid, Francis Watson and Anthony Treacy - was unable to secure an AFL match following a back complaint throughout the season.
