The video was captured by Jarrod Leonard, who was driving on Wednesday night.
While using the overtaking lane, headlights appear ahead of him.
Mr Leonard had only just returned into the left hand lane, when a car passes him travelling in the opposite direction.
Sharing the footage on social media, he said he wasn't sure how the driver got in the lane.
"Southern outlet, two lanes up, two lanes down," he wrote.
"Not what [I] expected...not what I needed at the same point I broke my back in an accident caused by someone else.
"Not even sure how the hell they got in that lane."
A Tasmania Police spokesperson confirmed police received a report of a vehicle driving on the incorrect side of the road about 9pm, on the Southern Outlet near the Westbury Road overpass.
Police attended the scene, however the vehicle was not located.
Anyone with information in relation to the vehicle or the driver at the time is asked to contact Launceston Police on 131 444, quote reference number ESCAD 000325-14102020.
"Police urge all motorists to obey the road rules and never drive on the incorrect side of the road," the spokesperson said.
