In Question Time in State Parliament, Independent member for Clark Madeleine Ogilvie asked Mr Gutwein to raise the gathering limits, to allow big families, such as hers, to be able to plan for Christmas.
"Christmas is a time that we can all come together and celebrate, and move past the difficulties that we have all experienced this year," Ms Ogilvie said.
"Having a limit of 20 people at a household gathering regardless of whether they are inside or outside, when Tasmania is coronavirus free, seems to me to be a bit Christmas Grinchy.
She said in Queensland the limit would be 50 people by December 1, in South Australia the limit is 50 people now, and in Western Australia there are no gathering limits.
Mr Gutwein said he understood the limits of family gatherings, especially at weddings.
He said he had asked for the limit to be reviewed but he would accept advice from Public Health.
"At the moment the limit is 20 and I don't want to set expectations that there will be a significant change to that, but it is something that is being discussed," Mr Gutwein said.
"For many people I do understand it is important, especially for large families.
"I will not set expectations that will lead to people being disappointed, but it is something that is being reviewed.
"In New South Wales and Victoria the challenge was that large family gatherings in people's homes saw the virus take hold and spread."
Mr Gutwein said he hoped he would not put on the front page of any Tasmanian newspaper "as the Christmas Grinch".
Ms Ogilvie said she was encouraged the Premier would look at the gathering restrictions.
In Tasmania currently 20 people, including children, can visit a household at any one time. Up to 20 people can also visit a shack.
