It will engage consultancy firm Watershed Solution to undertake a review of the town hall to identify the possible future usage and opportunities for the building.
However, the council noted it intended to sell the building.

The building is used by the Campbell Town Museum and Visitor Information Centre, and for monthly markets.
Mayor Mary Knowles said the hall's users would be looked after.
"We have to look at our options for it, because we've now developed a really good facility in the town for the locals and for other people to use as well, and we can't keep on maintaining older buildings that are not fit for purpose anymore," she said.
"So we do need to look at options on how it can be used.
"It could be private. It could be options that council might want to be involved in as well, but the options need to be put on the table and locals need to put forward what they would like to see happen."
In July last year, the council put out a call for expression of interests for use of the hall.
