The state body's third leader in as many years, Gill takes the reins from outgoing chief executive Trisha Squires as part of a COVID-19-enforced restructure which will see staff cut from 32 to 26.

His appointment comes at a critical time for Tasmanian football, with the state's AFL bid and deals with Hawthorn and North Melbourne both facing uncertain futures, while the coronavirus pandemic has made life even tougher for clubs at a community level.

The 29-year-old says it's the latter challenge that will be his focus when he begins the new role in November.

"My role is really about the grassroots of the game - I'm more worried about the health of Bridgenorth than an AFL team, I'm more worried about the Deloraine Footy Club than an AFL team," Gill said.

"That's where my focus is and that's where my focus needs to be.

"I'm supportive of an AFL team - I think the taskforce has done a great job and if they ever need any info in terms of what it relates to the local game I'm happy to provide it.

"We'll also work with the AFL clubs within the state as we have been in recent years in terms of maximising opportunities into grassroots footy through the AFL clubs, but I'm unapologetic in making my focus really about the grassroots of the game.

"It needs to be now more than ever with the challenges that sport's been faced with due to COVID-19 and there's no doubt strong grassroots footy is good for Tasmania and it can only help any push for an AFL licence."

AFL Tasmania is meeting with TSL presidents this week to discuss the future of the State League, which has a licence agreement up to 2023.

Gill said AFL Tasmania was committed to a competition which only went ahead this year thanks to players agreeing to forego match payments.

"I've had strong involvement with the TSL in recent years, I'm an advocate for the TSL and it plays a really important role in the footy landscape in Tasmania - all 13 of our competitions do," the former Football Tasmania employee said.

"We had a really productive chat [Tuesday] morning with the [TSL] presidents - every facet of footy is going to look a bit different due to COVID-19 and we're facing into that as a competition.

""We're obviously looking at what the working model will be for 2021 but we're really committed to the competition and so are the clubs.

"[We're] working with the clubs on what the new normal will look like and we'll continue to have those discussions over the coming days."

AFL Tasmania's new structural model will see Cameron Joyce front the talent department while Aaron Roberts, Barry Gaby and TSL boss Carl Saunder will act as regional leaders in the North, North-West and South respectively.

A "less suits more tracksuits" approach will see Gill take a hands-on approach to his new role, starting with actively engaging community members and supporting and growing the sport's volunteer base.

"I love footy and I love Tasmania, so to have the privilege to lead the best sport in the world in the best state in the world is something I'm really proud of and something I'm looking forward to," Gill said.

"I've got some really strong relationships in the footy community already and I'm just looking forward to strengthening those, getting out and about chatting to people, listening and learning and working hard to make footy strong and to continue Tasmania's game long into the future."

UTAS Stadium will host under-18 all-stars clashes between Northern and Southern squads on Wednesday. The girls' clash is at 10.30am and the boys' game is at 2pm.
