The pump track would be built at the Legana Recreation Space; according to the agenda the track will be 500 square metres.

Three tenders were submitted, ranging between $110,000 and $170,000.

While two tenders were for asphalt tracks, one tender by Parkitect Australia proposed a fibreglass composite pump track at an informal quote of $170,000.

It was recommended the West Tamar Council select a tender from Dirt Art for the pump track at $144,500.

West Tamar infrastructure manager Raoul Harper cited Dirt Art's Tasmanian employment base as a key reason for the recommendation.

"There are limited specialised contractors who can undertake such projects in Tasmania," he said.

"Among the available qualified contractors, Dirt Art possesses significant experience in designing and building a range of asphalt and dirt surface pump tracks for clients across Australia."

The quote was increased to $154,000 after additional drainage work was observed by Dirt Art.

The council has also opened consultation for by-law changes until October 2.

This includes changes to the marine facilities by-law to give council more control on issues around obstructive vessels moored at marine sites.

There are also proposed changes to the roads by-law for issues such as parking on council roads for advertising purposes.

A development application was also submitted to council by GHD and the Department of State Growth for works on the West Tamar Highway.

The works involve widening the highway between Exeter and the Batman Bridge and installing overtaking lanes on both sides.

The lanes would be between Motor Road and the Batman Bridge junction.

If approved, the construction would occur in spring 2020 for between six to 12 months.

Representations for the application will close on September 21.
