He is set to commence in the job on September 14.
Mr Ingham will replace acting general manager Marissa Walters, who has been in the position for the last four months.
"We have a lot of hard work to do at Glamorgan Spring Bay to strengthen the council's financial sustainability," acting mayor Jenny Woods said.
"Council believes that Greg has the experience and credentials to drive our long-term vision and strategic plan and lead a high-performing and professional team of employees."
Cr Woods said a "rigorous" selection process had led to Mr Ingham being identified as the best candidate among a large field of applicants.
Mr Ingham has been the general manager of the Walgett Shire Council and Castlereagh Macquarie County Council in northern New South Wales.
Cr Woods said Mr Ingham would be coming to Tasmania from Queensland and therefore would "comply with the state's COVID-19 isolation requirements prior to starting on-site".
