Mr Ellis, 30, was on Monday elected as a member for Braddon on a countback by the Tasmanian Electoral Commission following the resignation of Joan Rylah last month.
He was placed fifth on the Liberals Braddon ticket in 2018 state election and won 1842 primary votes.
In other news:
His election to Parliament is unusual in that Ms Rylah was elected in 2019 on a recount following the resignation of former government minister Adam Brooks.
The primary votes of Mr Brooks, and not Ms Rylah, were distributed of which Mr Ellis earned 90.9 per cent.
Shooters, Fishers, Farmers Tasmania candidate Brenton Jones, Tasmanian Greens candidate Scott Jordan, Jacquie Lambie Network candidate Gina Timms, and independent candidate Liz Hamer each took part in Monday's recount.
Mr Ellis will take a seat in the House of Assembly when Parliament resumes on Tuesday.
"I'm ready to roll up my sleeves and get stuck in," he said.
"I'm a plumber so I get that we've got to back construction, small business, primary industries and manufacturing to rebuild from coronavirus.
"I'm going to work flat out for the people of Braddon."
Mr Ellis said he was compelled to enter into politics out of a desire to help others.
"My mum is a trained remote area nurse and we lived in some of the most remote Aboriginal communities in Australia growing up," he said.
"I've always been taught to put my hand up when a job needs doing, from surf life saving, to volunteer firefighting, to helping out at the local sporting club."
Mr Ellis said he wanted to be a voice for the Braddon electorate as well as younger Tasmanians who would be critical to rebuilding efforts after the pandemic.
"The battle against coronavirus needs us all pitching in," he said.
"We need to provide opportunities for the next generation, even while our focus is squarely on combatting the global pandemic."
Mr Ellis will have less than two years as a member of Parliament before a state election is due.
He is the third Liberal member for Braddon with Deputy Premier Jeremy Rockliff and Human Services Minister Roger Jaensch.
Labor members Anita Dow and Shane Broad hold the other two seats.
