The match review panel has referred Winter to answer a charge of approaching the umpires as they left the field of play ahead of half-time in the TSL grand final rematch against North Launceston.
Due to past indiscretions and the seriousness of the latest offence, the MRP did not assess the matter on Monday and Winter will also not face the independent tribunal on Tuesday night.
The matter will be dealt separately in line with TSL rules and regulations.
The controversial figure in statewide football performed a similar half-time outburst in the 2017 grand final loss to North Launceston.
Winter returned to coach after serving a six-week ban.
He was also threatened with a suspension ahead of the 2019 grand final after the recidivist had been cited for verbally abusing an umpire.
The incident followed the MRP referring Lauderdale skipper Bryce Walsh for using abusive language towards or in relation to an umpire.

Walsh accepted an early guilty plea after being offered a base sanction of one match that reduces the penalty just to a low-level reprimand.
North Launceston big man Alex Lee was left bemused on the continued hostile tactics against his side that fails to upset Taylor Whitford's men.
"I don't know what they decided to do there," he said.
"I don't know what goes on in their team meetings either.
"We don't go out with an agenda to target anyone. We just go to play our game."
Two of Launceston's stars were also given the all clear to play next week after escaping a visit to the tribunal.
Ruckman Tim Auckland was referred for a "potential" strike against North Hobart's Baxter Norton, but the MRP later determined there was no further action required.
Blues midfielder Brodie Palfreyman also got off after engaging in a melee with his Demons rival Angus Norton.
Clarence full back Jason Bailey accepted a reprimand from an early guilty plea after being cited against Tigers for making unreasonable or unnecessary contact to ex-AFL player Kieran Lovell's face.
