Riverside's most dominant runscorer took on the rookie coaching role alongside Robert Stewart last season in the club's debut appearance.
The Raiders had shocked most of their rivals, finishing third before being knocked out in the semi-finals.
The club committee wanted one coach to report back and picked Simmonds, who in turn asked the Raiders for a two-year deal to "show my commitment to the side".
Stewart will remain on as the assistant coach, based out of the coast to train the North-West players.
"The committee wanted to be able to speak the one person rather than two, so that was the decision made by them," Simmonds said.
"I only found about it last week of what they wanted to do. But Stewy and I worked very well together last season to be honest about it.

Simmonds is comfortable to accept feedback from Stewart in regards to North-West players that come under his training regime.
"There's going to be no change there," he said.
"I've seen the players all before and it will really what happens on game day.
"We spoke about things as far as when we selecting sides last year as far as how girls are going down the North-West coast.
"At the end of the day, it will come down to me to make the final decision."
