Premier Peter Gutwein said people from these areas would be asked to return home as would anyone from Victoria and hotspots in New South Wales.
He said the state would be prepared to throw the book at anyone who was untruthful about their origins or their movements before entry into the state.
Mr Gutwein said 11 people had been turned away at the state's border in recent times.
He said three people had been charged with contravention of quarantine protocols.
Mr Gutwein said there were no active cases of coronavirus in the state.
A new case was identified about two weeks ago but the young Tasmanian women, who had travelled from Victoria, had since recovered from her illness.
Mr Gutwein said testing for coronavirus in Tasmania remained high with almost 700 tests have been conducted over the past 24 hours.
He said 68,000 tests conducted over the course of the pandemic.
