Emma Hayes died after she drove onto the wrong side of the Bass Highway last Monday night, colliding with a ute.
Her devastated father, Andrew Hayes, said when the police knocked on the door he thought it was Emma coming to see him.
"She was 28, she was just a baby, it is just horrendous," he said.
"She was just such a lovely girl, when she walked into a room, you could not ignore her.
"She was a smart girl, so intelligent, she could have been anything she wanted."
Her sister Sarah Hayes flew from Cairns to Launceston after hearing the news.
"She was my best friend," she said.
"She was just so bright and bubbly, so kind and happy. She would try and find the positive in every situation, no matter how bad that situation was.
"And that's who she deserves to be remembered as."
In other news:
Having worked in aged care, Ms Hayes said her sister "loved to help people".
"There were people whose families didn't visit as often, and she would sit with them and just chat to them," she said.
"It sounds like a cliche, but Emma really was just beautiful. She would happily sit with a complete stranger and listen to their problems."
It was not the first time the family had faced tragedy, with Mr Hayes' wife Patricia losing a battle with breast cancer when Emma was 10, and Sarah was seven.
"She died 18 years ago, but Emma never really got over that, she was only 42," Mr Hayes said.
A public funeral will be held for Emma at Punchbowl Christian Centre on Wednesday at 1pm.
Police are continuing to investigate the crash, which left two people from the ute suffering non-life threatening injuries.
The 42-year-old man and 35-year-old woman from Gunns Plains were taken to hospital after the crash, but were reported as being in a stable condition.
While speed was ruled out as a factor, police were still working to determine how Emma ended up on the wrong side of the highway.
