Consultation began in February and is now coming to a close with the department preparing to move to stage two consultation.
Education and Training Minister Jeremy Rockliff said it was important to create a school that fulfills the needs of the community.
In other news:
"The Legana community told us the new school should have quality sporting facilities and music, drama and creative spaces, publicly-accessible recreational areas and good transport connectivity," he said.
"Nature outdoor play and learning areas and a kitchen garden were other features that were also raised."
He said schools were central to communities.
"I've been Minister for Education now for six years and every single school is the heart of a community," he said.
"I see that reflected every time I go and visit a school - local communities are passionate about their schools.
"This new school will also reflect that because it is important that the community feel involved, they have ownership of what their new school development will look like."
The new $20 million school is expected to be completed by 2024 and will service 350 students from kindergarten to year 6.
Mr Rockliff said it was important as the area of Legana expanded the infrastructure grew with it.
"This is a very fast growing area for young families and the demographics and the population of the local area which is the reason why it's been on the agenda for some time," he said.
"The community have and the local council as well have fought for this opportunity and now it's presented itself.
"These things really are born of the community."
He said the department was working with the West Tamar council to identify a suitable site for the school.
