The Premier's Economic and Social Recovery Advisory Council on Monday released its interim report which outlined 64 recommendations to steer Tasmania's recovery from the pandemic.

Of these, 12 are priority recommendations.

The council has considered how to better help disadvantaged Tasmanians, such as making available devices at little or no cost to assist them with employment and educational opportunities.

The raft of suggested COVID-19 recovery measures will be considered by the government ahead of the November state budget.

PESRAC chairman Don Challen said the council had made broader recommendations below the level of a concept but not as detailed as the implementation level.

"Most of the things capable of being done immediately have already been done," Mr Challen said.

"Our job is just to give advice. It's not our job to implement things."

Mr Challen said building confidence was a key aspect of the report.

"Confidence in these current times is knowing what to expect," he said.

"We are saying to the government it would help community confidence to articulate in a simple way what is the strategy for dealing with coronavirus in the months and years ahead."

The council also urged caution around the government's roll-out of its "construction blitz" program to ensure projects could deliver the intended stimulatory effect without over-heating the industry, and fully resourcing areas of government responsible for planning decisions, permits and related approvals to improve efficiency.

Mr Challen said in the past a focus on infrastructure spending had seen too much work for the industry to handle which should be avoided by the government.

"That manifests itself in higher prices of houses, shortages of labour, and private sector activity that would otherwise occur being crowded out," Mr Challen said.

Mr Challen said the council was also asking the government to monitor the additional pressure put on mental health services by the pandemic.

Premier Peter Gutwein said the recommendations would be considered by the relevant departments in the lead up to the budget.

"Today I won't be ruling in or ruling out anything in the report," Mr Gutwein said.

"I would expect to get a response from the public sector within weeks."

Launceston Chamber of Commerce president Andrew Pitt said a strong focus on support for local business in the recommendations was welcomed.

He said it was good to see attention paid towards buy local policies, mandated timely payment for government contracts, and targeted business grant schemes.

Mr Pitt said it was a skills pipeline for critical industries was acknowledged.

"Planning for recovery is critical but we still have a long way to go before the pandemic is over," he said.

"The top priority for government remains management, including suppression or elimination, of COVID-19 in Tasmania.

"PESRAC's recommendations in that regard for clearly communicated strategies and scenario planning are to be commended."

Northern Tasmania Development Corporation chief executive Mark Baker said the interim report identified the impacts of COVID-19 on the state's businesses and people and struck a balance between tackling both those economic and social issues.

"The importance of a regional-based recovery will be vital in the long-term and the move to an 'if not, why not' buy Tasmanian policy for state agencies and contracts is a welcome recommendation," Mr Baker said.

"Improving digital infrastructure and literacy will be a key component and recognising the added burden COVID-19 has had on Tasmania's already disadvantaged population will be fundamental to ensuring there is better economic and social recovery for all."

Mr Baker said while the interim report focused on short-term recovery recommendations, a focus on population growth through the attraction and retention of skilled migrants was vital for Northern Tasmania's economic development in the long-term.

Cradle Coast Authority chief executive Daryl Connelly said a recommendation to implement a regional-based model for co-ordinating the next phase of recovery from coronavirus was vitally important.

"The report addresses many of the issues we find important," he said.

"These include financial support for businesses, proper resourcing of the agencies responsible for planning and approvals, the need to get employers, students and teachers on the same page regarding the jobs of the future, and a focus on women and other groups that have been disproportionately hit by COVID."

Business Northwest president Ian Jones said he was pleased to see the need for more support for small to medium-sized businesses to access private sector financial and business advice was acknowledged.

He agreed with the recommendation for another grants or loans program to enable businesses to change their operating model.

Mr Jones said it was important for free vocational education and training courses to be considered as well as 'if not, why not' reasoning to be applied to government purchases from local companies.

TasCOSS chief executive Adrienne Picone said it was important the report had acknowledged the negative impacts COVID-19 had on young people, women and other disproportionately affected cohorts.

"This represents the reality of what Tasmanians are experiencing in their families and communities as a result of the more than 20,000 job losses in our state since the closure of our borders back in March," she said.

"We look forward to seeing this [report] translating into investment in Tasmania's greatest asset - our people - as we move to the next stage of the recovery process."

Tasmanian Chamber of Commerce and Industry chief executive Michael Bailey welcomed the report and said it set up a strong framework for recovery.

"Today's interim report sets the scene for the upcoming budget, which will be the most important in the state's history," Mr Bailey said.

"With this as a basis, the government needs to clearly identify policies and projects that will help kickstart our economy. That should include measures such as payroll and other business taxes, as well as input costs like energy costs.

"The TCCI also welcomes the recommendation that government avoids drowning businesses in compliance red tape regarding COVIDSafe plans and workplace health and safety obligations."

PESRAC will now conduct community consultation and produce a final report which is expected to be received by the government early next year.
