Tasmania's home quarantine arrangement for returning residents is working despite recent breaches, the state government says.

All Tasmanian residents returning to the state from jurisdictions excluding Victoria must quarantine for two weeks in their home.
Since July 10, a 22-year old Ulverstone man has been arrested after allegedly failing to comply with COVID-19 home quarantine requirements, and a 20-year-old woman in greater Hobart has also been arrested after allegedly providing false details to Biosecurity upon arriving in Tasmania from Victoria and failing to self-isolate.
A government spokesperson said the fact these breaches of compliance were swiftly identified and appropriate action was taken demonstrated this was a strong system that was working.
"Overall compliance has been very good in Tasmania. However, it is extremely disappointing that a very small number of people would have such disregard for other Tasmanians and not follow the rules," the spokesperson said.
"It is important we all continue working together to keep each other safe."

When asked if, given the uncertainty around the reopening of Tasmania's borders, new exemptions would be considered to allow Tasmanian residents stuck on the mainland to return home without quarantining, the spokesperson did not confirm if this was being considered.
"Due to the situation in Victoria, Tasmanian residents who have spent time in that state in the 14 days prior to travel will be required to quarantine in one of our government hotels," the spokesperson said.
"Returning Tasmanians from other states can quarantine at home, which is monitored regularly for compliance by our emergency responders.
"Returning Tasmanians transiting via Tullamarine can quarantine at home, except if they leave Tullamarine airport, where they will then have spent time in Victoria and need to quarantine in a state government controlled hotel."
Any Victorian applying for an exemption to enter Tasmania has to meet strict criteria.
"While Victorians can apply for a compassionate exemption to travel to Tasmania, these exemptions are unlikely to be granted in the short term due to rapidly changing circumstances in Victoria," the spokesperson said.
"Business and organisations seeking essential workers will need to demonstrate that the expertise cannot be recruited from any other state in the country first."
